Let's hope they don't prosecute people when returning drugs for disposal that don't actually belong to them. Of course, this isn't going to stop prescription drug abuse when there are complicit doctors, pharmacists, and manufacturers. This will only mitigate risk from honest people, as in, not at all effective when compared to harm reduction policies that offer treatment without the fear of punishment, especially during relapse.
