I'm not sure about the statistics but I wouldn't be surprised if the chances of this kid being harmed by HIV and hepatitis C drugs isn't considerably bigger than the chance of him catching HIV or hep C from a syringe. From this account, he didn't even prick himself on the needle, in which case the chance of him getting either disease is zero. This is not a 'needlestick injury'. As it is the boy is in danger of being harmed due to misunderstanding about the likelihood of HIV transmission.

Poor kid,i have heard storys like this,even friends that work in hospitals.I believe they are doing the right thing.
