However, when faced with having to leave a place where drugs are sold, bought, and used and having to share a needle or crack pipe, versus addicts having to go out to an injection site or to a needle exchange 99% of IV and polydrug addicts will choose to share needles, crack pipes, etc. as drugs are the #1 priority.
