This is one of the most frightening articles I've ever read. No consent is being obtained to allow for the molecular sequencing of a PLWHIV's virus. This could lead to PLWHIV refusing to have their routine bloodwork done as a way of avoiding molecular monitoring. This program is done without the knowledge of the person doing a blood draw for other tests. It will lead to more people refusing to get tested for HIV out of fear that the government will molecularly monitor them and charge. Bad Idea

Palliate

The federal effort to end the epidemic must succeed. All ways of tracking infection must be utilized. However, any effective program to end the epidemic must include a halt, everywhere, to criminalizing those who live with HIV. People newly-diagnosed, who contract the virus via sexual activity, must accept responsibility for having opened themselves up to exposure. We must stop blaming one another. We must do everything in our power to end this disease.
