The hypothesis that alcohol use increases risky sexual behavior has been around since the AIDS/HIV pandemic began. A fortune of government money has been invested in trying to confirm the hypothesis, unsuccessfully. The research of my team in Belgium and other researchers in Britain produced results incompatible with that hypothesis. Australian AIDS prevention people early in the pandemic also used messaging that contradicts the hypothesized linkage. 35 yrs later, still chasing that rabbit.
I guess the archaic concept of personal responsibility is off the table?

Regardless of if or whether scientific "evidence" backs up this hypothesis that people take more risk sexually after drinking alcoholic beverages - we know how science says one thing one week from its "evidence", then says something contrary the next week from the same "evidence", then says something tangental the next week,etc - just teach people how to assess their own risks beforehand anyway and we teach that we might just take more risks under different stresses and alcohol / drug intake.
