East Africa Bill Does Not Criminalize HIV Transmission
East Africa’s Legislative Assembly has passed a regional HIV
prevention and management bill to protect people with HIV, reports PlusNews.
The bill establishes minimum standards of care for HIV services in five states
(Burundi, Kenya, Rwanda, Tanzania and Uganda) and promotes a human rights
approach to HIV. Specifically, the bill outlaws discrimination, guarantees the
right to privacy and ensures health care regardless of HIV status. The bill
passed without including provisions to criminalize the deliberate transmission
of HIV, though three of the five member states—Burundi, Kenya and Tanzania—have
separately passed HIV criminalization laws.
